Snapper creates read-only snapshots, by default (AFAIK). I'm not sure whether this behavior is configurable. Timeshift, on the other hand, creates writable snapshots. I'm using refind-btrfs which creates writable snapshots from read-only snapshots, automatically.
Snapper creates read-only snapshots. If you are using grub-btrfs, a workaround has been made by adding grub-btrfs-overlayfs to the end of HOOKS in /etc/mkinitcpio.conf. When I installed grub-btrfs via pacman I didn't have to add the additional files to /etc/initcpio as mentioned in the README on GitHub.
