SurveyJS
Open-Source JSON Form Builder to Create Dynamic Forms Right in Your App. With SurveyJS form UI libraries, you can build and style forms in a fully-integrated drag & drop form builder, render them in your JS app, and store form submission data in any backend, inc. PHP, ASP.NET Core, and Node.js.
Looks like Adobe ended support but there is a pretty active community trying to keep it going https://github.com/brackets-cont/brackets. I wasn't actually familiar with it (pretty backend focused these days) but now kind of interested in checking it out. Not surprised OP wasn't digging VSCode -- I live in it but that's a lot of editor if you're just doing HTML/CSS work.
