That's a stretch. One former LXDE contributor, LStranger, wanted to continue the GTK version. The entire remaining developer team (including the LXDE founder PCMan) was like "whatever floats your boat, man" and decided to split up the projects in a friendly manner. But let's be honest here: Barely anything happens at LXDE any longer. Just look at the core component, PCManFM that is both the file manager and the desktop shell: https://github.com/lxde/pcmanfm/commits/master
GNUstep. There have been attempts at a GNUstep-based DE (e.g. Étoilé, Backbone). NEXTSPACE looked promising, but development seems to have slowed in the last year or so. GNUstep of course uses Objective-C, since it's a clone of NeXTSTEP/OpenStep, and that could be a bit of a hurdle for Linux developers.
There is also https://github.com/lirios/shell
