Is there any way to get AI motion detection in Surveillance Station without the $3k DVA3221?

Not very well. There are some solutions I've seen using a docker container to analyze still images from SS when motion is detected, but that has limitations and nothing will beat hardware accelerated AI detection. I've tried Frigate before and it seems like it could be a decent alternative to SS, but unfortunately without an accelerator the performance was unusable.
