First of all, it is great that you want to make open source software :) With that said, making a web service with users, clients and databases for thousands of users is a lot of work. I would recommend looking at alternatives such as https://joinmastodon.org or https://www.matrix.org. Finally, getting a significant portion of a population to adopt a platform is hard without a PR budget. I would recommend making something targeting your friends, family or workplace, if you keep the traffic to a few hundred users a day you could hack something together in https://www.djangoproject.com and not worry too much about suboptimal solutions.
