Ruby + Ruby on Rails is also a popular 'batteries' included option that I would say is on-par with python + Django both in terms of functionality and ease of use. The most notable difference for a beginner is probably the language syntax. I prefer python but you may like ruby!
Templates, bootstrap css and javascript/jQuery can go a long way but depending on the complexity of the application a javascript framework might be called for. React, Angular and Vue are the big three but there is a lot of variety in the javascript community. Beware decision fatigue if you decide you need more functionality on the front-end.
