If you do not have access to any windows machines we would need bootable usb creator software like woe usb. do you know which flavour of linux your brother has installed ? is it ubuntu or fedora or manjaro or is it something else ? depending on your linux flavour the installation steps will vary. you will also need to download windows 10 ISO from here. I suggest following a guide like this in that case.
I'm going to recommend woeusb-ng, for your distribution from here. https://github.com/WoeUSB/WoeUSB-ng Download the windows iso 10/11 from the official Microsoft website. Us woeusb to make a bootable flash drive and enjoy.
