I have my own data that I want to use to create this d3 visualization.
Can you get the data + desired chart you want rendering in a Jupyter notebook? If you can get to this stage, you can use https://github.com/jupyter/nbconvert to convert your jupyter notebook to HTML. It won't look as pretty as if you would hand-craft a website, but it should give you a good starting point (HTML code, scripts to import etc.) to start from.
