The IotWebConf library is something I find useful for WiFi enabled things. Here's an example that will start its own WiFi access point. You can then connect to it, go to http://192.168.4.1 in a browser, and enter your own WiFi details. Then it will connect to your home WiFi and you can access the web server by its IP address on your local network.
There's a few different tools you can use, the most obvious one that will be used in most tutorials is Arduino IDE. It's probably the best place to start since it's pretty simple to use, but longer term you might want to look at PlatformIO
Send and Receive data over LoRa - you'll need 2 boards for this.
