1) Get an interpreter (a program that sits on top of the language and makes it easier to read and debug). Spyder, Anaconda and PyCharm are all free and good. Spyder comes with a bunch of maths and stats libraries, so it's a good place to start.
3) When you are ready to make some cool graphs and figures, check out Plotly, it's a free graphing library with lots of worked examples.
