There is no equivalent on macos, but you could install your shared files somewhere like /opt/company/shared and use outset to copy them into each users home the next time they log in.

Shortcuts to applications on the desktop isn't really a thing on macos. If you want to make an app easy to find add it to the dock. You can use dockutil to automate this.
