Trying to setup server on a vm. Keep getting sever overloaded?

Seems like you are running the vanilla server software. The vanilla server software tends to be very very laggy and inefficient. So for this, I recommend running Paper instead. Running Paper should solve this issue

2.0ghz isn't a lot for minecraft servers. did you allocate more cores to your server? or used something like airplane? it's still in beta but it does it job, you could also use purpur and allocate more cores yourself doing this
