I use nohang for years now with good experience. It is quite customizable so in my case the apps I use for videocalls get priority and less important apps get killed first. (Nothing as frustrating as being disconnected from a meeting because you ran out of memory.) It can also send notifications when it is at low memory, although I have to temper that a bit, GNOME UI can't seem to handle that many messages well. The Readme of nohang also lists other initiatives.
You can use the Xanmod kernel on Debian and Ubuntu, which comes with the le9 patch that improves the system performance on low-memory conditions. It definitely improved performance on my machine on high ram consumption scenarions.
