u/kenny23692, if you're running from Raspberry Pi then I can wholeheartedly recommend the official Raspberry Pi Imager utility. It has LibreELEC as one of the default options to write to a device. I am running off of a SanDisk USB 3.1 gen 2 drive, but if you connect your SSD with a SATA to USB cable or similar, then it is the same process.
