I use to use Firefox with a lot of functionality disabled (js disabled, webRTC disabled to prevent leaks, and so on). I'd also change my user agent quite a lot too. Sometimes I'd isolate Firefox in a lightweight sandbox or jail. The best search engine IMO is searX because it's open source. Best operating system is probably Tails, but I wouldn't recommend using Tor browser, so that one is difficult. I didn't avoid government surveillance - I didn't care. I'm surprised it took them as long as it did to catch me, to be honest.
