So now I would bring this into DaVinci Resolve (there's probably a way to do this in After Effects, maybe other tools too, but I don't know AE) in a 1080p project. Then I would follow this tutorial to separate the luma and chroma channels, but I'd stop at where he switches stuff to the LAB color space, and instead use YUV.
Now, I'd run it through ffmpeg, Shutter Encoder, or Handbrake, and apply a deinterlacing filter to it. Sounds bass-ackwards to interlace only to deinterlace, but that's how you get some of those weird artifacts in the fine lines of the buildings. I'd also scale the video down to either 480×360 or 320×240.
