Programming the Arduino is very VERY easy. But there can be some issues. I.E. if you buy a Chinese knockoff to save money, you might have to use older drivers, etc. I highly reccomend buying Sparkfun's Qwiic Pro Micro (with usb type c) here: https://www.amazon.com/gp/product/B084KPT7MH , then getting MickGyver's DaemonBite Arcade Encoder here: https://github.com/MickGyver/DaemonBite-Arcade-Encoder , when you compile and upload make sure you are on 5v/16mhz. If not you will have to reset it, but that's why you paid extra for the Sparkfun . . . it has a reset button so you aren't having to hotwire I/O pins.
