bhyve is well maintained / actively developed on FreeBSD. Its not the nicest front end for beginners, but take a look at the port vm-bhyve. I have been playing with it for the last couple of days and its awesome! ubuntu-cloud works really well and you can pass in the seed.iso to get most of your cloud-init needs https://github.com/churchers/vm-bhyve has a nice easy quick start
