Could you tell me with which phones and which Android versions you tested? I have tested this with two phones running Android 10 now and it simply does not work that way for me. It does not fall back to mobile, it simply stays off the internet with the browser stating "no connection to the internet". To my knowledge this is how Android always handled that, see e.g. https://github.com/espressif/arduino-esp32/issues/1372#issuecomment-386205311
Hm.. tried again with a captive portal (Arduino) example https://github.com/yash-sanghvi/ESP32/blob/master/Captive_Portal/Captive_Portal.ino but ran into the same issue (only this time the phone did not even recognize it has no connection to the internet and browser just displays "Unable to connect").
