You can run your own homeserver + bridges on the cheapest VPS you can find (single core, 2GB RAM, 20GB SSD in my case) without many issues. Based on this experience I think a Raspberry Pi should also do it performance wise, but setup might be harder and I'm not sure if all bridges you want are compatible with ARM. Depending on how long you run it and what kind of chats you have (lots of pictures, videos, files etc.) your storage requirements might increase though. I install, configure, and update everything with this excellent ansible script. For backups, making a copy of the /matrix directory is enough (I got to try that out recently)
