I came across https://airflow.apache.org/ as I think is a bit overkill for my needs.

That said "swarm jobs" is on the way: https://github.com/moby/moby/pull/40307 which should allow you to run specfic "jobs" once which can be scheduled by CI

I use https://github.com/rayyansys/swarm-scheduler ... it was a bit to set up, but it has served me really well for at least a year and a half now. No major complaints ... no centralized interface like you describe though.
