It is very likely another module interfering (are you using Cautious Gamemaster's Pack?). I've seen cases where a module that adds a chat command will grab the hook, check for the commands it adds and the core Foundry ones, and if it doesn't find any of those, it throws an error, rather than passing the chat to the next module in the hook list. This breaks the ability of modules like The Furnace where any given macro can become a chat command because the chat command never makes it to The Furnace due to this poor mod behavior.
