I do this, but I use a random face generator. It helps me feel more ownership over the character if it’s not based on a real person, I think? Also, if you go into it open-minded, you might find your character’s face in someone older or younger or a different race than you were expecting.
You could try Make Human, it's not online but has lots of customisation in 3d. Works on Linux, Mac and Windows.
