Backblaze B2 lets you upload to a public or private bucket and generate convenient links (including with an authorization code if it's a private bucket and an expiration for that code). You can also upload either directly from the web interface or using something like rclone. Apparently B2 also has some server-side encryption stuff (including with a client-managed key?), but I've never tried it and rely fully on GPG encryption before uploading.
