I work on a project called Photonix which aims to be a complete replacement for Google Photos with features like object recognition AI. All indexing and analysis is running locally and nothing's uploaded to the cloud. Face recognition is in development along with mobile apps for browsing and auto upload. You can try the demo on the site as it's web-based.
