ESPHome is a system to control your ESP8266/ESP32 by simple yet powerful configuration files and control them remotely through Home Automation systems.
I also did something similar in ESPecial. But in addition, commands are customizable. You can add automations (like turning lights at a certain hours, or turning a servo motor, sending an http request) and find them directly as a button in your telegram bot, without coding anything.
Also there are plenty of smart lights out there that use ESP's as their microcontroller, you can just flash them to ESPHome (and of course any other ESP firmware you might want) and then have direct control of the light itself. Tuya is a Chinese company that makes smart products for other companies to sell, you can convert most of their WiFi smart bulbs to ESPHome using tuya-convert.
Just checking, but do you know about ESPHome? Using ESPHome with Home Assistant (/r/homeassistant) would likely be a much better setup if you planned on using this for more than one or two bulbs.
