It's just a regular thing on anything crowdsourced. Ubuntu uses Weblate, so just create an account on Github, sneak anything you want and wouldn't be understood (how many people in Ubuntu knows Ukranian? Russian? Persian? Hebrew?), ask for a merge.
This just got a bit more visibility because of the current situation.

And not only Ubuntu's locales has been maliciosly edited by anonymous "Danilo Negrilo", but many other projects' locales on Weblate has been maliciously edited by the same anonymous 'contributor' too.[0]
