A bare minimum working version would be to install nm-connection-editor and have it start automatically on bootup. Then, when you detect that the window is closed and you have a network connection, open the browser. There aren't a lot of ready-to-go touchscreen friendly WiFi setup applications that aren't based around an applet, but if you have the option to use Connman instead of NetworkManager, you could look at connman-gtk as well, it seems pretty nice.
I'm not familiar with Octo-Pi, but it claims to be based on Raspbian, the default operating system for the Pi. It's not clear from the readme how heavily Raspbian is modified, but ssh access appears to be intact.
For the specific software that you've asked about: vscode is already provided in the default repositories for Raspbian. The standard git client is also provided in the repositories. Github Desktop is not provided for Raspberry Pi, or for any Linux as far as I know. But it's not required to use Github. Bash is already installed and the default shell in Raspbian.
I did go through the Step by step guide for boot problems and I am stuck on "Not blinking four times with nothing but the power connected (and no SD-card) implies that the bootloader is not working correctly and should be reinstalled using recovery.bin. " In other words if it lights up continusly the bootloader is broken. So I go to https://www.raspberrypi.org/documentati ... teeprom.md and flash the EEPROM recovery image on an seperate SD-card on it. When I try to boot from this I only get a green screen and a flashing LED with no flash codes, just blinking all the time with no pause.
