As far as browser client, fTelnet is good. Webtelnet is good too https://github.com/kunle12/WebTelnet You can set up a local websocket to make your own proxy server as well(for both web based clients)
Try this: https://github.com/novnc/websockify I got mine set up as a windows service. But you can also just have it run on booting
