Do you have any assets, like the images, speech bubbles etc? Showing some images and placing speech bubbles (or smth. similar) on them, should be an (rel) easy task. I wouldn't search for "Visual Novel" for examples, just look for examples how to show images and react to a key. For more examples look at this github, as there a bunch of simple pygame examples: https://github.com/Rabbid76/PyGameExamplesAndAnswers If you have no assets, than IMHO your main mission is not the pygame part but the art creation.
