I cant use the URI.encode() method

URI.{encode,escape} has been removed in Ruby 3.0, after being deprecated for a long time.

• Addressable

  Addressable is an alternative implementation to the URI implementation that is part of Ruby's standard library. It is flexible, offers heuristic parsing, and additionally provides extensive support for IRIs and URI templates.

I would recommend using Addressable::URI.escape from the Addressable gem. I'm not aware of an alternative that's built into Ruby.
