With new extensions there is usually (KHR & EXT mainly) a paper describing the rationale behind the extension : https://github.com/KhronosGroup/Vulkan-Docs/blob/main/proposals/VK_EXT_dynamic_rendering_unused_attachments.adoc For small extensions that's all you get. For bigger ones, they usually publish a blog later.
