Haven't tried it, but you could install localai https://github.com/go-skynet/LocalAI and perhaps llama.cpp to emulate the openai API on your own machine. The quality is a bit lower than chatgpt (dependent on usage pattern)

You can use this package: https://github.com/xhcoding/emacs-aichat Their readme tells you how to use it with Bing chat, which you can use for free ($). You just need to copy over a session token from the browser and you are good to go.
