There's a GitHub repo for one of those projects in fact, maybe there's something there that could help you. It links with Inworld AI. There's also another project that's surfaced recently, which I think is the one you have in mind, but as far as I know the author hasn't made it public. If you're serious about this, reaching out to them about how they are going about this may be a good idea.
Another thing is how textures are handled in the game. Essentially Skyrim models are kept in .nif files, which, as far as I know, is also an engine-specific filetype. Textures are linked to models via setting the path within those .nif files. Nifskope is the tool you're going to want to interface with those files. I'm afraid that's essentially as much as I can tell you regarding this side of modding - as mentioned, never really dealt with it myself.
