I'd recommend tailscale, it's very simple to setup and uses WireGuard in the backend so it's more secure than CloudFlare imo. Also with the new pricing updates, 3 users are available for free, so you can have multiple accounts for friends/family.
If I'm understanding your question correctly, just use wireguard normally for your private network and then use gluetun for connecting to the other vpn and assigning it to only some applications.
