Yes, basically. That's my interpretation of the spec as available on https://semver.org/. The spec is neither a watertight legal text nor a unambiguous programming language. People will disagree on the meaning of the text. I argued my case, I accept others see it another way and I am fine with that.

There is an open RFC to incorporate the top-level crates MSRV into the dependency resolution that would help in such cases: https://github.com/rust-lang/cargo/issues/9930
