HTML and CSS are generally irrelevant. Those are fundamental webpage structuring and styling technologies. The first game you linked is a point and click game based solely on the trailer. To my knowledge, every general-purpose game engine will allow you to make a point and click game. There are also specialty game engines designed specifically for these kinds of games, like Twine (technically advertised for "interactive fiction" games, like text adventures.)
