I'm writing a script following the approach you described, I don't know if there's a better way to do it. In fact, I would like my script to apply any given color palette from an input file. I was wandering how to apply a custom color palette to gtk4, then I found Gradience and I copied its approach. If you're using waybar and you want to theme it, remember to perform `killall waybar` and relaunch your bar, after applying the theme. Other applications like kitty and wofi read the new config file at the next launch.
I'd definitely look into pywal for that, it's like a colorscheme manager that fills in templates (some already implemented but it also supports user templates) from either a color scheme you define or by color picking an image
