To add a scheduler you could just implement IScheduledTask (examples https://github.com/jellyfin/jellyfin/tree/master/Emby.Server.Implementations/ScheduledTasks/Tasks)
You may want to look at the source for the Jellyscrub plugin. It seems to do a lot of the general things you want including a scheduled job, being informed of new media being added, and saving settings. https://github.com/nicknsy/jellyscrub
