Ascalon's Questpack is pretty good, and features some combat encounters. There's also The Calling, which adds a quest for Thalantyr after you help Melicamp - the quest might only be if you're playing a mage, though.
Balduran's Seatower is stable and in open beta - adds a new district to Baldur's Gate. By the same author, I would recommend The Lure of the Sirine's Call and BG Quests and Encounters.

BG1NPC project adds a bunch of quests for existing NPCs, if you haven't played it.
Are you thinking of argent77's TOTLM in BG2EE? I think it might've been on SHS originally. Sort of similarly, there's Test Your Mettle, which imports the Modron maze from Planescape: Torment.

And Tower of Deception is a neat dungeon-crawl - though a challenging one, and the readme warns you not to try it until you're at a point where you've got some +3 weapons.
Unfortunately there's not too many people making BG1/BGEE mods of that sort. Right or wrong, there's a perception that most players prefer BG2, and that the ones who do like dungeon crawls will be happy with Durlag's Tower. Maybe Black Pits in BGEE? (Note that this prevents you from recruiting Baeloth).
