You could have a look at burn https://github.com/burn-rs/burn (disclaimer, I'm the main author). There is a multi threaded dataloader available and I have a basic hugginface integration (that uses python underneath) to download datasets from the hub. It's less mature than tch-rs, but it can be useful, especially for learning.
I would also look at plotters https://github.com/plotters-rs/plotters to replace mathplotlib. Unfortunately, I'm not aware of any library for image transformations/augmentations.
