Uploading photos from the drive app: I did exactly as they asked, and it's not working

  • Assuming you followed the instructions from photos.google.com (rather than in the mobile app, since I cannot find this in the Android app at least), under Utilities > Backup photos from your computer, which instructs you to download the GDrive app and then select a folder on your computer to backup to GDrive, it is working correctly. That is, you will backup the folder of photos to GDrive, and it will NOT be visible in GPhotos, either the app or on the web at photos.google.com. Google is confusing you because they (annoyingly) use the word "backup" to mean different things in different places in GPhotos. Really, the intention of the Utilities backup is to get you to use GDrive, totally independently from GPhotos (i.e. they want you to use all their apps). And, legitimately, it is providing a *second* "backup" of your files.
