I was asking because a lot of different programs have identical-looking UI components. e.g. Citra and Task Manager have the same exact menu bars:  
I did find thissystem-wide dark theme which appears to modify everything, including task manager and other apps like it. However it also changes other things, like adding unwelcome white lines around everything. Maybe I could look into making my own theme, as that appears to be what controls those UI components.
