Now, this, of course, again allows firefox to send cross-origin referers when just the base domains match which is the default in Firefox's default/default-release profiles if I am not wrong. In order to have the same effect as the pref used by Arkenfox's user.js, Arkenfox's wiki suggests using the Smart Referer add-on in strict mode and whitelists disabled.
Now the problem is that it hasn't been updated since 3 years(last updated on Dec 18, 2019 according to AMO). Last commit on its gitlab repository was done on Sept 15, 2020. Now I am no developer, but I am sure that there has been quite a few changes in Firefox and some heavily discussed changes like MV3 and others are making its way to the browser as well. The add-on seems to have been abandoned by the developer judging by the activity in the repository.
On the github issue tracker of Arkenfox user.js, there's an open issue in which one of the comments seem to claim that there's this new add-on called "Referer Modifier" which is capable of doing the same thing but to me it seems to be WIP from the looks of the github repository. I would be glad if any of you who has tried this add-on can tell me more about it and whether it is capable enough, as it is, to replace Smart Referer add-on. Apart from this, if you know about any other alternatives to Smart Referer add-on, please let me know about it in the comments. I don't have a GitHub or GitLab account to open an issue myself or join the ongoing discussions regarding the same issue which is why I thought about posting here on this subreddit.
