If the likes of https://github.com/mooz/xkeysnail/issues/43 are still a going concern then it's not quite as "everywhere" as one would like, and I presume that issue is a fundamental one (i.e. it doesn't sound like XKeySnail gets first refusal on key events).
https://github.com/stsquad/emacs_chrome helps a lot for single textareas (although I've stopped depending on it successfully updating the copy in the browser because I've experienced failures; I now have a habit of manually copying the buffer text in Emacs first, in case I end up needing to manually paste as well).
