You can only hide it completely or change position to the top. but without a gamepad you can't Access settings in-game. If it really bothers you, you can change to MelonDS which is free. (Last updated July https://github.com/rafaelvcaetano/melonDS-android/releases ) I think Drastic developer kind of abandoned the project, since he haven't updated it for 8 months now (I paid for it as well).
