If you're interested in my Emacs config I have it on GitHub: https://github.com/zoliky/dotemacs I think it can be run on Windows as well. There are Emacs distributions that come with a lot of stuff out-of-the-box such as Doom Emacs so there's not much to config.

How can I "zettelkasten" my notes without org-roam or multiple files?
I use org-brain. It doesn't use a db, only org ids. It supports both file and headline entries but you can disable the file ones by setting org-brain-include-file-entries to nil
