This is needed usually only on the first run since the selenium binaries need to be installed into your PATH location, otherwise the program won't be able to access the Selenium driver (see this for more details)!

Is there any method to find out the device details using IP Address. Like the device model number (if Android) or serial number (if Windows PC)?
You can't really. Also, some programs allow people to completely spoof the IP, user-agent, and request headers etc. So on your webserver, you can look in your Access Log (Apache) to see User-Agents and other access related info, but none of it is guaranteed to be legitimate.
