Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

access excel sheet programatically
Kind of. There are a few libraries that attempt to give full Excel formula functionality in Python, but they are not complete. That is to say, they don't work on all formulae, and certain newer Excel feature (like array formulae) are unsupported. These are: pycel, koala, xlcalculator.

It is a proper programming language.
For #1, there has been research on linting and automated semantic error or smell detection in Excel (e.g., https://github.com/ExceLint/ExceLint). Some features are live in Excel today!
For #2, Excel now supports Python.
I don't think you need to do any conversions, all of the necessary information exists in the spreadsheet.

With that in mind, has there been any talk of integrating something like ExcelLint as part of the core Excel product to help identify these errors and encourage a set or best practices amongst users?
