What is this persistent menu called? It always displays at the top when choosing a new topic. How would I add it to Wagtail without hardcoding it in the html?

Luckily you can get the https easily. I’ve been using https://letsencrypt.org/ to get it encrypted. Was fast and free. No real barrier just a bunch of setup.
